Culture lands to the city with temporary events; when citizens answer in a positive way at these inputs, these events become permanents; it does not involve only the insertion of a new structure, but also the renewal of all the urban landscape ( for example with particulars urbans furnishings or creating some theme shops ).
When culture passes, it leaves a sign that increases the quality of what it touches.
If the temporary event gives no positive responses, it will be removed and it will considered a failed attempt. In this way the city will be continuously populated by events that take place every time in a different location.
In the future those events, accepted or not, make anyway a cultural growth of citizens, but they also contribute at the formal change of the city and they create a sort of evolution.
When that will be realized, the aim will be achieved.
