The shape of the cultural and administrative center comes from functional reasons and from some foundations: design of a urban landmark, presence of parks and gardens, consideration of the sun a an essential source of light and energy.
The project is composed of an urban block made of two symmetric structures linked by a flowing and transparent sheeting that creates an covered square.
The west building is dedicated to the cultural functions and it includes the library, the media center, some exhibition area and the auditorium. In the east building takes place the organs of administration of the city.
The rounded shape auditorium comes out with a plastic move from the gently slanting garden; the two towers look like twisted parallelepipeds upon two monolithic blocks, and they are characterized of facades that capture the sunlight and bring it into the rooms. The roof is completely covered by photovoltaic panels.
