The basic constituting element of the USRMD is the barge of standard measures: length = c.48 m, width = 9m.
Every single barge is a single State.
On the free surface of c. 3200 sq. m can be built any type of living, or working structure.
Barges can also create temporarily or permanently connected larger surfaces between them.
All barges/States are physically connected with all the surrounding barges/States in order to allow circulation on foot between them, there is no off-limits barge that cannot be crossed.
In order to be energetically independent from the land they should cover 10-30% of their surface with solar panels; furthermore they can import and export energy between them. They can also exploit wind power or hydropower.
Following the free circulation rule the barges can travel frequently up and down the waterway following an accorded exchange plan. They have no internal engines, thus they need to be dragged by tugboats in groups of up to 16 units.
