In 2001 the Luxembourg development group Agora launched a competition for the redevelopment of the former iron and steel works at Belval-Ouest, Esch-sur-Alzette. Eight teams of urbanists and landscape architects were invited to make a master plan. The team of studio’s Jo Coenen & Co and Buro Lubbers won the competition. At the foot of the old blast-furnaces a new city will arise, where 20.000 people will be working and 7.000 people will be living. The specific character of the site, with its silhouette of the blasting furnaces and the artificial transformed landscape is used as a starting point. The history and the natural succession of the local vegetation have been admitted to the design to accomplish the inextricable connection between the new city and its location.
