Planning elements: the displacement of the road in an outside position. This creates a promenade seawards and leaves inside most of the area without solution of continuity; the accentuation of the attractive character of the tower by a careful geometric planning of axes and centers directed towards its centre, generating element of the whole system; the distinction between the level of the tower and the level of the square with an effect of sinking, being careful not to create elements in elevation that could trouble the main visual cones; the stress on the access to the historic centre positioning the ideal centre of the whole organisation on the crossing of its axis with the tower's one.
