The city Hangzhou is expanding from the traditional center at the Westlake to the Quintang River, where a new 3,8 km² big modern economical and cultural center of the city shall emerge, bearing the new city hall and cultural institutions. The design recommends a axis for urban development along a park landscape bearing special functions accommodated in high quality architecture. The terminal point is a big urban plaza at the riverside with the city hall, civic center, opera, museums and urban platform stretched out onto the river. The public space is coined by a patchwork of rectangular green- and waterscapes in dependence on the former particulate structure of fields and fishponds, contrasted by organically shaped lakes and islands.
