The new buildings are concentrated on the north and on the west areas of the plot. In this way the functions are all close to each other and connected on an east-west axis redefining the relation between the city and the river Glomma.
A small pedestrian square will be arranged in the area between the school and the Activity Center. The cultural building, including the library, the foyer and the music school, will be separated but connected to the sports section of the activity house, that includes a gymnasium and a swimming pool. All the activities have their own separate entrance facing the public square, realizing a lively new outdoor public space.
