The project acknowledges the possible permanent value of the temporary re-design of the four sites – interpreted as case study areas to test a wide range of strategies – and claims the need for a comprehensive rethinking of the relation between Zagreb and the Sava, in light of present-day economical and ecological constraints.
To effectively address these questions, Europan 13 has to go beyond its physical outputs and to define a set of rules, parameters and replicable models for the city to progressively re-appropriate its fluvial landscape.
A contemporary and inclusive approach to landscape design is hence promoted. The city can colonize its spaces punctually through a set of low-cost, low-tech, reversible interventions, triggering a positive social, cultural and economical fly-wheel whose effects reverberate way beyond the geographical boundaries of the four sites.
